The Tradition to Renew Itself: Reform Proposals for the Ministry of Foreign Affairs Under Bolsonaro

Abstract

The article analyzes three projects related to the Ministry of Foreign Affairs (MRE) organization and its policy throughout the Bolsonaro government: reforms proposed during Ernesto Araújo's tenure, the articulation of former ministers for the “reconstruction of Brazilian foreign policy,” and the program for a post-Bolsonaro foreign policy proposed by MRE officials. Analysis of speeches and documents reveal how, despite democratizing traits, the proposals privilege diplomats as the “natural formulators” of foreign policy.

PhD candidate in Political Science at the University of São Paulo (USP) - CNPq Fellow. Master in Political Science from USP. Interested in the areas of Brazilian Foreign Policy Analysis and International Security, his research focuses on the Brazilian decision-making process and participation in United Nations Peacekeeping Operations.
