Abstract

Analyzing Venezuelan authoritarian rule and its enduring history, this text argues that a united and strategic Venezuelan opposition, drawing on diverse elements of civil society as well as political parties, with support from the international community and focusing on recovering from humanitarian catastrophes, can achieve a reversal of Venezuela’s social and political deterioration. Accelerating its economic recovery, developing and implementing transitional justice procedures, and rebuilding political institutions, it should be willing to work incrementally, and to make compromises and concessions to gain leverage rather than expecting sudden victory over entrenched interests that control state power.
