Abstract

This policy paper begins by analyzing the 2022 Russian campaign in Ukraine, as it seeks to identify ex ante both Russian and Ukrainian objectives – from minor to major ones. The paper then suggests ways of doing this analysis and discusses challenges related to it – in general and specific to the situation at hand. The first preliminary conclusion is that both the initial deployment and behavior of Russian forces since February 2022 do not support the widely held view that Russia would have attempted but failed to take Kiev immediately and install a puppet regime in Ukraine. The second is that Western media analyses seem to have underestimated the Russian forces’ difficulties.
