Abstract

The paper argues that the Brazil of Lula III remains a leader without followers and, through examining leadership theories and mini case studies on activities highlighted by Foreign Minister Mauro Vieira, that Brazil has failed to provide tangible leadership benefits and adopt principled stances for collective advancement. It recommends a comprehensive national dialogue to integrate international considerations into Brazilian domestic priorities and underscores the absence of a clear, overarching strategy as a hindrance to effective international engagement. Ultimately, the paper highlights the need for Brazil to reevaluate its foreign policy approach if it is to have a leadership position in global and regional affairs.
