Abstract

In recent decades, the advance of telecommunications has led to the multiplication of networks on an unprecedented scale in the international sphere, with an impact on international relations, diplomacy and global governance. This paper highlights the rise of “transgovernmental networks”, a consequence of the international activities of government agencies in charge of domestic roles such as economy, education, justice, and health, among others. It outlines the risks and opportunities of transgovernmental dynamics and offers suggestions to strengthen Itamaraty's capacity as a conscious, strategic, and determined actor with appropriate resources to better operate in transgovernmental and transnational networks.
