Abstract

The European Union (EU) is witnessing an unprecedented number of conflicts and non-conventional threats in its neighbourhood and beyond. The weaponization of migrants, vaccines and of energy issues has taken security considerations to new levels. The Russian aggression against Ukraine provided the ultimate catalyst for EU leaders to take more responsibility for security and to strengthen the strategic autonomy. In this endeavour, NATO will remain an essential partner. The EU will continue to defend the multilateral order, while supporting the United Nations reform process. As like-minded partners, there is scope for enhanced cooperation between the EU and Latin America, and in particular Brazil, in multilateral fora.
