Abstract

Recent instances of power transfer in Tanzania and Sudan are noteworthy due to an abrupt start and the contrast between their outcomes. In Tanzania, the transition was successful and carries on the path of economic development; Sudan has been engulfed by war in a dispute involving two military forces that used to share the power. This essay identifies factors that, in opposite ways, contributed to a successful and a failed transition in each case: the presence of the State in the country’s territory; ethno-linguistic and religious issues; military and paramilitary forces; and external influences.
