How to change a foreign policy?

Abstract

This article analyzes to what extent Bolsonaro government’s foreign policy cognitive map and decision-making process led to the rupture of the diplomatic tradition and a more general change in the course of Brazilian foreign policy. These transformations are contextualized in a universe of strong changes in the international order and a democratic regime that accommodates polarizations and, therefore, possible drastic inflections in foreign policy. The article provides a conceptual reflection on what change in foreign policy means, in light of transformations to policy guiding ideas, policy making and execution process, and its actions introduced or exacerbated during the Bolsonaro government.
