Democracy under pressure: what is happening in the world and in Brazil

Abstract

The article identifies three phenomena behind the historical process described as a democratic recession: populism, extremism, and authoritarianism, as well as their political, economic-social, and cultural-identity causes. After an analysis of the world context, the article focuses on the Brazilian experience in recent years, narrating the threats to constitutional legality and the reaction of institutions. It identifies some of the internal enemies of democracy, and suggests three pacts necessary for the improvement of the Brazilian democracy.

Professor of Constitutional Law at the Rio de Janeiro State University (UERJ) and at the Brasília University Center (UniCEUB). Master at Yale Law School. Doctor and Associate Professor at UERJ. Senior Fellow at the Harvard Kennedy School. Minister of the Brazilian Federal Supreme Court.
